Project Overview

MFS provided Integrity Oversight Monitoring services for the Long Slip Fill and Rail Enhancement project, an endeavor by NJ TRANSIT to operate train service longer and recover more quickly in the event of a significant storm or other natural disaster.

Project Details

The project scope included modification of the Long Slip — a 2,000-foot former barge canal adjacent to the Hoboken Terminal Yard — to eliminate it as a conduit for flood water considering tidal flooding associated with Superstorm “Sandy” caused significant damage to NJ TRANSIT Rail Facilities in Hoboken; the flooding also resulted in an extended period of service interruption and damage to rolling stock stored at the Hoboken Yard. The surge created by Sandy inundated the Long Slip Canal and overtopped its bulkheads, significantly contributing to the flooding of the Yard as well as the City of Hoboken and Jersey City.

A key factor of MFS’ success in providing oversight services for various NJ Transit projects was the development and implementation of specialized programs and procedures to identify fraud, corruption, conflicts of interest, and illegal activity by entities doing or seeking to do business with NJT. MFS representatives visited various sites as needed, attended all design review meetings and construction contract meetings, and organized scope reviews to ensure responsibilities were conducted in accordance with NJT rules and regulations.
