Project Overview

MFS Construction, LLC (MFS) provided professional construction management services to the Village of Port Chester and the County of Westchester, with the goal of executing an efficient project that would result in successful site development. Specifically, the Village of Port Chester, with the County of Westchester, requested construction inspection and administration services for a site work project related to the construction of affordable rental apartments for senior citizens.

Project Details

The project focused mainly on parking lot improvements, such as new storm drainage installations, new lighting fixtures, and general landscaping work. Along with various utility installations such as gas, electric, and sewer, the project also included a parking lot reconfiguration and the addition of curbs and sidewalks.

The Village, with the County’s support, utilized MFS for professional management services during the construction and close-out phases of the project. MFS was responsible for handling all contract administration, cost management, risk and claims, and providing inspection services with subsequent reports of work-in-progress.

During the construction phase of the project, MFS was responsible for project management and contract administration activities. MFS provided full time, on-site certified personnel to perform functions such as record keeping, change order review, schedule monitoring, document control, financial management, claim and dispute management, construction inspections, safety monitoring and closeout/commissioning.

Construction inspections occurred daily in order to verify that work performed was in compliance with project plans, particularly when subsurface work was performed. MFS also delivered photo documentation for each project milestone prior to, during, and after completion. MFS frequently administered coordination meetings with the Village, Westchester County, and contractors to ensure timely progression of the project.

MFS further coordinated with the Village and the County to execute a close-out program that focused on project punch-list completion. Specifically, MFS presented the Village and the County with close-out support services in the forms of as built preparation, final punch-list walk through, and inspections. Close-out services ensured that stakeholders were provided a high quality final product, following a successful construction finish. MFS managed all project documents and correspondence via a web-based document control system, with all documents yielded to the clients upon project completion.
